Project Management Competency Template

1. Planning & Scoping

Quality of upfront planning—definition of scope, success criteria, milestones, and dependencies before work begins.

ExceedsPlans anticipate dependencies and edge cases others miss. Success criteria are clear and measurable from day one. Scope is well-defined—projects don't expand uncontrollably mid-stream.
MeetsProjects are planned with clear milestones and defined scope. Dependencies are identified upfront. Success looks the same to all stakeholders at launch.
BelowProjects start without clear scope or success criteria. Dependencies surface mid-project. Scope creep is chronic rather than managed.
Example phrases:
  • "The project kickoff document was so complete that onboarding a new team member in week 3 required zero meetings—they read the doc and started contributing."
  • "Identified 4 external dependencies in the planning phase that previous projects had missed—none became blockers because of that early work."

2. Stakeholder Alignment & Communication

Keeping stakeholders informed, aligned, and never surprised. Quality of status communication and executive readout.

ExceedsStakeholders are never surprised. Communication is proactive—sharing updates before they're requested. Executive readouts are clear, concise, and decision-oriented.
MeetsStakeholders are kept informed. Updates are shared before major decisions or milestones. Escalations happen early enough for stakeholders to respond.
BelowStakeholders discover status from other sources. Updates are reactive or insufficient. Surprises at final delivery are common.

3. Risk Management

Proactive identification, tracking, and mitigation of project risks. Speed of escalation when risks materialize.

ExceedsMaintains a live risk register. Risks are identified and mitigated before they become crises. When risks materialize, escalation is immediate with a mitigation proposal in hand.
MeetsKey risks are identified and monitored. Escalates before risks become blockers. Doesn't suppress risk visibility to appear in control.
BelowRisks surface when they've already become problems. Risk identification is reactive. Pattern of surprises at late stages of projects.
Example phrases:
  • "Flagged a vendor delivery risk 5 weeks before the launch deadline with two alternative options. Team chose option B—shipped on time."
  • "Risk log was updated weekly and referenced in every status update. By the time the major risk materialized, the team had a ready response."

4. Delivery & Retrospective Quality

Consistency of on-time, on-scope delivery. Quality of post-delivery retrospectives and process improvement.

ExceedsDelivers consistently on time and scope. Retrospectives produce process changes with owners and timelines. Subsequent projects show measurable improvement from prior learnings.
MeetsProjects generally deliver to scope within reasonable deviation. Retrospectives happen and produce action items. Process improves over time.
BelowDelivery frequently deviates significantly from plan. Retrospectives are superficial or don't happen. Same problems recur project after project.
